JHU waives the English requirement for citizens of, or degree-holders from, a list of countries where the official language is English. INDIA IS NOT ON THAT LIST. Nor is Pakistan. Nigeria, Ghana, Kenya, Singapore, South Africa, Jamaica and Guyana all are. BUT JHU HAS A THIRD WAIVER ROUTE THAT FIU DOES NOT. Reason 3, Language of Instruction: "Select this reason if you completed or will complete a bachelor's or master's degree at a school in a country where the official language is not English, but where the sole/primary language of instruction, writing, and testing is English. Applicants selecting this reason must provide documentation from the school confirming English Language instruction." An Indian applicant with an English-medium bachelor's or master's CAN therefore apply for a JHU waiver, on production of a letter or certificate from the university confirming the language of instruction. That is a materially better position than at FIU Chapman, where India is simply absent from the exemption list and no language-of-instruction route was found. It is the same split seen in Finland between the University of Vaasa and VAMK. JHU adds a warning worth passing on verbatim: "even if an applicant receives a waiver from the Whiting School, it does not necessarily mean they will pass an English proficiency verification in a visa interview."
